On 2 May 2025, we held a special online event, “Considering Public Diaper Provision Programs,” organized by the Japan Welfare and Medical Fashion Association.

This was part of a series with ambassadors and advisers leading up to O-MU-TSU WORLD EXPO at Expo 2025 Osaka, Kansai, Japan.

Municipal diaper provision programs are important systems supporting people who need diapers. However, eligibility, provision methods, available products and providers’ roles differ between municipalities, and opportunities to learn about the system as a whole are limited.

We considered the current situation and challenges from different perspectives: public administration and public–private collaboration, assistive equipment, provision service operators, and sharing information about diapers.

The speakers were Yuto Yoshida, former Mayor of Yokosuka and Representative Director of the Japan GR Association; Ms. Hidaka (日髙明子), a nurse at Nagoya Welfare Equipment Plaza; Tomohiko Nakano (仲野智彦), Representative Director of Sanwa Yakuhin Co., Ltd.; and our representative, Hiroshi Yagi.

Yagi participated as Deputy Representative Director of the Japan Welfare and Medical Fashion Association and administrator of Omutsu Johokyoku (Adult Diaper Information Center Japan).

Beyond diaper types and use, this was a valuable opportunity to consider from multiple angles the systems and arrangements through which diapers reach the people who need them.
